It was the garden of the Saito family, a wealthy old family and one of the great landowners of the region. The Saito family were wealthy landowners tracing their roots back to the Edo period, considered one of the "Three Great Landlords of Tohoku." The ninth head of the family, Zenemon, after running a sake brewery and pawnshop, established a company and even served as a member of the Diet, all thanks to his considerable wealth. He also dedicated himself to cultural advancement, and the creation of this garden can be viewed as part of that effort.
