The facility was designed and constructed with significant time and investment, establishing itself as a landmark of Japanese winter sports culture. While the Large Hill is managed by Hakuba Village, the facilities including the Normal Hill are managed by Nagano Prefecture, playing a vital role in both local sports promotion and regional tourism.
