The Bunkyo Civic Center Observation Lounge is an observation facility located on the 25th floor of the Bunkyo Civic Center in Bunkyo, Tokyo. The facility aims to provide the public with beautiful views of Tokyo free of charge. It has been selected as one of the 'Top 100 Scenic Views in Kanto.' From this height, visitors can enjoy a view of the skyscrapers in Shinjuku and even Mt. Fuji toward the west, as well as the Tokyo Skytree toward the east (Asakusa area). Please note that the facility is currently closed for renovation and is scheduled to reopen in December 2026.

History & Cultural Background

The Bunkyo Civic Center is a facility that centralizes the administrative functions of Bunkyo Ward. The high-rise tower was completed in 1994, while the low-rise Bunkyo Civic Hall was finished in 1999. The building stands 28 stories high with a total height of 142m, making it one of the tallest ward offices in Tokyo's 23 wards. The entire facility, including the observation lounge, has been undergoing renovations focused on accessibility (barrier-free design) and energy efficiency, including LED lighting upgrades and exterior maintenance since around 2012.

Main Highlights

The greatest feature of the observation lounge is the panoramic landscape visible from the 25th floor. The windows are specially designed to minimize indoor light reflection, creating an ideal environment to focus on the scenery. Toward the Shinjuku direction, you can see the high-rise buildings of West Shinjuku and, depending on the weather and season, the majestic Mt. Fuji. Toward the east, the Tokyo Skytree is clearly visible. It is well-known as a premier spot to enjoy the beautiful landscapes of the Kanto region.

Best Seasons & Times to Visit

The view from the lounge changes beautifully depending on the season and time of day. On clear days, both Mt. Fuji and Tokyo Skytree are clearly visible, so visiting during fair weather is highly recommended. As the facility is currently under renovation, please plan your visit after the scheduled reopening in December 2026. Once reopened, it is worth visiting during different times of the day to see how the cityscape transforms from daylight to evening.

Experiences & Activities

The primary activity at the observation lounge is enjoying the cityscape from a high altitude. From the 25th floor, you can observe the urban structure of Tokyo from a bird's-eye view. The interior design, which partially wraps around the assembly area, provides a unique perspective for viewing the scenery. Please note that these experiences are currently restricted due to the ongoing renovation works.

Surrounding Area

The Bunkyo Civic Center houses several facilities and tenants. The 1st floor features the cafe 'Do Curie,' a FamilyMart convenience store, the Bunkyo Tourism Information Center, and the UN Women Japan office. The building is directly connected to the B2 level of Korakuen Station (Tokyo Metro Marunouchi and Namboku Lines) and Kasuga Station (Toei Mita and Oedo Lines), ensuring extremely smooth access. The entrance for the parking lot is located on the Riksen Park side.
