The Wakkanai City Centennial Monument and the Wakkanai Northern Memorial Museum are facilities that convey the history and nature of Wakkanai, located at the northernmost tip of Hokkaido. Built in 1978 to commemorate the 100th anniversary of the founding of Wakkanai in 1879, the complex consists of a reinforced concrete monument tower standing 80m tall and a two-story Northern Memorial Museum at its base. From the observation room located at 70m above ground level (240m above sea level), visitors can enjoy a sweeping view of Soya Bay and the surrounding islands.
The facility was constructed in July 1978 on the hills of Wakkanai Park to mark the 100th anniversary of the city's founding. Since the establishment of the local government office in 1879, Wakkanai has played a vital role in the region's development. The museum houses extensive collections regarding the local history of northern Hokkaido, the footsteps of explorer Mamiya Rinzo, and precious artifacts related to the Ainu people, showcasing the unique cultural heritage of the area. There are also exhibits focusing on the friendship between Japan and Russia.
The greatest attraction is the observation room situated 70m above the ground. Surrounded by glass on all sides, the room offers a panoramic view across the Soya Strait toward Rishiri and Rebun Islands. Under ideal weather conditions, the silhouette of Sakhalin (Karafuto) can be seen to the north. For a more detailed view, paid binoculars are available for use within the observation room. In the lower-level Northern Memorial Museum, visitors can explore exhibits themed around local nature, wildlife, and history, providing a multi-faceted understanding of the region.
The facility is typically open from late April to the end of October. During the summer season (June 1st to September 30th), extended hours are available until 9:00 PM, allowing visitors to enjoy the beautiful night scenery of Soya Bay. Please note that the final entry is 20 minutes before closing time. It is highly recommended to visit on a clear, sunny day to ensure the best visibility of the distant islands.
At the top of the tower, you can experience a grand panorama of the vast northern sea and islands. The museum area offers a deep dive into the cultural background of northern Hokkaido through exhibits on local history and Ainu culture. You can also use the paid binoculars in the observation room to observe the distant islands like Rishiri Island in detail.
The facility is located within Wakkanai Park. The park itself features several historical monuments and structures, such as the "Gate of Ice and Snow" and the "Statue of the Nine Maidens." The surrounding area is a beautiful, nature-rich hilly landscape that is easily accessible from Wakkanai city center.
