The facility was constructed in July 1978 on the hills of Wakkanai Park to mark the 100th anniversary of the city's founding. Surrounded by glass on all sides, the room offers a panoramic view across the Soya Strait toward Rishiri and Rebun Islands. Under ideal weather conditions, the silhouette of Sakhalin (Karafuto) can be seen to the north. For a more detailed view, paid binoculars are available for use within the observation room. In the lower-level Northern Memorial Museum, visitors can explore exhibits themed around local nature, wildlife, and history, providing a multi-faceted understanding of the region.

The facility is typically open from late April to the end of October. During the summer season (June 1st to September 30th), extended hours are available until 9:00 PM, allowing visitors to enjoy the beautiful night scenery of Soya Bay.
