Tokei Shrine is located in Tanabe City, Wakayama Prefecture, and is registered as part of the UNESCO World Heritage site 'Sacred Sites and Pilgrimage Routes in the Kii Mountain Range.' It serves as a subsidiary shrine to the Kumano Sanzan (Kumano Hongu Taisha, Kumano Hayatama Taisha, and Kumano Nachi Taisha) and has been a significant site of worship alongside the Kumano pilgrimages for centuries. The layout of the shrine buildings preserves the traditional style of the original Kumano Hongu Taisha before it was lost to river flooding, maintaining a highly historical landscape.

According to shrine records, the shrine was founded in the 8th year of Emperor Konyo (419 AD). During the era of Emperor Shirakawa, it functioned as a place to pray for the fulfillment of wishes during Kumano pilgrimages. The area is also famous for the legend of the Genpei War. The name 'Tokei' (Cockfight) originates from a legend where a red rooster and a white rooster were made to fight to determine which side (the Minamoto or Taira clans) the gods favored. The result of this ritual determined that the Kumano Navy would join the Minamoto clan.
