The Tochigi City Kaemoncho Traditional Buildings Preservation District is a historic district located in Tochigi City, Tochigi Prefecture. This area is built upon a foundation of streets that developed along the Nikko Rieishi-do, a major historical highway leading to Nikko. The area boasts a rich history, including the development of Kaemon Shinden Village in the early Edo period and the prosperity of the Hirayagi Shinchi area through the river transport of the Wata-rase River. Today, the continuous rows of 'mise-kura' (storehouse-style shops) and earthen storehouses form a beautiful and preserved historical landscape.
The development of this region is said to have begun with the establishment of Kaemon Shinden Village by Kaemon Okada, who moved from Ashikaga during the Tensho era (1573–1592). During the Edo period, many merchants established themselves along the Nikko Rieishi-do road, with a particular concentration of shops dealing in hemp. Furthermore, the Wata-rase River served as a vital artery for water transport, leading to the establishment of river wharves and making the area a bustling hub for the collection and distribution of goods. By the Meiji era, the region played a crucial role in the local economy. Historical records from the 1920s (Taisho and early Showa eras) still document the grand buildings of wealthy merchants and local clinics that once stood here.
