The Metropolitan Area Outer Underground Discharge Channel is a massive flood control system designed to mitigate flood damage in the Tokyo metropolitan area. Located beneath Kasukabe City, Saitama, it is one of the world's largest underground discharge channels, situated approximately 50 meters below the surface. The sight of the massive columns in the pressure-adjusting tank is often referred to as the 'Underground Temple' due to its divine and overwhelming scale, leaving visitors in awe.
The facility includes the 'Ryukyu-kan' museum, which showcases and explains this advanced infrastructure technology. The name 'Ryu' (Dragon) comes from a local legend of the 'Fire-preventing Dragon' in the Showa district, while 'Q' stands for 'Aqua' (water).
This project was planned to reduce flooding in the Nakagawa and Ayase River basins. Construction began in 1993 under the Ministry of Land, Infrastructure, Transport and Tourism. The first section began operation in June 2002, and the entire system was completed and fully operational by June 2006.
The facility also reflects local culture. For instance, a massive dragon painting created during an event in the pressure-adjusting tank is still preserved and displayed at the top of the Ryukyu-kan citizen gallery, serving as a symbol of the facility.
The greatest attraction is the view of the pressure-adjusting tank, known as the 'Underground Temple.' The sight of 59 massive columns, each weighing 500 tons and standing 18 meters high, offers a sense of scale that is hard to believe is underground. Additionally, the Ryukyu-kan exhibition area provides models and documents that allow you to visually understand the mechanisms used to prevent floods.
