Rokko Garden Terrace is a multi-purpose observation complex located at an altitude of 890m on Mt. Rokko in Nada-ku, Kobe City, Hyogo Prefecture. Following a major renewal in 2003, the facility evolved into its current sophisticated form. The complex consists of several observation terraces, restaurants, commercial facilities, and parks. The western side of the facility is characterized by a unified British-style architectural design, providing a multi-angled view of the Kobe cityscape and Osaka Bay.
The facility was reborn in April 2003, built upon the site of former hotels and observation structures. It is operated by Rokko San Kanko Co., Ltd., under the umbrella of Hanshin Electric Railway (part of the Hankyu Hanshin Holdings group). As a key landmark for viewing the scenery of the Rokko mountain range, it serves as a vital hub for appreciating the unique landscape of the Kobe region.
The facility features several distinct observation spots. Key attractions include the "Miharashi no To" (Observation Tower) and the "Rokko Shidare," a natural experience observation deck completed in 2010. Visitors can enjoy dining at specialized restaurants such as Granite Cafe, Rokko View Palace, and Rokko San Genghis Khan Palace, all situated alongside the scenic areas. Additionally, the complex hosts select shops like "Horti," creating a seamless blend of breathtaking views and high-quality commercial experiences.
While the facility is open year-round, operating hours for specific shops and restaurants may vary by season. The area is highly recommended for night viewing, as it is officially recognized as one of the "100 Best Night Views in Japan." The best months to visit for clear visibility and pleasant weather are typically April, May, September, October, November, and December. Please check the specific operating hours of individual shops if you plan to visit during the evening.
Visitors can enjoy a variety of activities, from simply gazing at the horizon from the terraces to enjoying gourmet meals at the onsite restaurants. The "Rokko Shidare" observation deck offers a unique way to feel closer to the natural environment. The Mt. Rokko area is home to several other attractions, such as the ROKKO Mori no Oto Museum, the Maya Cable car line, and Mitama-no-yu hot spring. Access to the mountain is easily achieved via the Rokko Cable car system.
Because the facility is located at 890m altitude, temperatures are significantly lower than in the city center. We strongly recommend bringing a jacket or seasonal clothing depending on the time of year. Payments can be made via cash or credit cards. While photography is generally permitted, please respect the specific rules of individual shops and areas. Regarding accessibility, please note that some areas may have slight steps or slopes. For dining at the restaurants, we recommend making a reservation in advance to ensure availability.
