Oshacchi Otsuchi Town Cultural Exchange Center is a multi-functional cultural facility located in Otsuchi Town, Iwate Prefecture. It was established to consolidate the functions of the library and community centers that were previously located around the Oshachi area before the Great East Japan Earthquake. The building consists of three floors, each offering diverse spaces for local residents and visitors. The 1st floor features an event hall, the 2nd floor contains meeting rooms and the Disaster Heritage Exhibition Room, and the 3rd floor houses the library. It serves as a vital center for local cultural activities, learning, and information gathering.
This facility was established to integrate the functions of the central Otsuchi area (the Oshachi district) as it existed before the earthquake. It plays a crucial role in preserving local culture and information, ensuring that the history of the region is passed down to future generations. A dedicated Disaster Heritage Exhibition Room is located within the facility, providing a space to record and communicate the past events and the resilient journey of the local community.
The facility is divided into several areas tailored to different needs. The 1st floor includes an entrance hall and a multi-purpose hall used for various community events. The 2nd floor hosts meeting rooms and the Disaster Heritage Exhibition Room, where visitors can explore records of the earthquake and the history of the region. The 3rd floor is home to the library, offering a quiet environment for reading and research. Additionally, the indoor common areas often feature exhibition panels, showcasing local cultural activities and displays.
The facility primarily operates during daytime hours. Weekday mornings and weekend afternoons are ideal times to visit the library or the exhibition rooms. During the evenings (up to 21:00), the facility may be used for activities such as studio sessions. While the facility is accessible year-round, we recommend checking the local event schedule before your visit to experience the most current cultural activities and exhibitions.
The facility offers specialized spaces for specific activities. For example, 'Studio 1' and 'Studio 2' are equipped for musical practice, providing an environment with instruments like drums, keyboards, and amplifiers. The indoor and outdoor common spaces (including parking areas) are also used for exhibitions and community events. Please note that the use of these spaces is subject to prior reservation and specific fee structures based on usage.
Beyond this facility, Otsuchi Town is dotted with various sites where you can experience local history and nature. Oshacchi serves as a central information hub, making it an excellent starting point or a stopover while exploring the surrounding areas of Otsuchi.
