Jozankei Dam is a multi-purpose dam situated within the rich natural environment of Sapporo. It serves three vital roles: flood control, water supply, and hydroelectric power generation. As one of the largest gravity concrete dams in Hokkaido, standing at a height of 11.5m, its massive structure creates a breathtaking spectacle against the surrounding landscape. Near the dam, you will find the 'Jozankei Dam Downstream Park' and the 'Jozankei Dam Museum,' facilities that allow you to learn about the engineering and the local ecosystem.
This dam was constructed to address the heavy flooding experienced during the 1970s and to secure a second water source for the growing population of Sapporo. Completed in 1989, it remains a crucial piece of infrastructure for the citizens of Sapporo. The Dam Museum features detailed diorama models of the construction process and panel displays regarding the local environment, offering a deep dive into the history of dam engineering and regional nature.
The charm of Jozankei Dam lies in the diverse ways you can observe both engineering and nature. First, the 'Jozankei Dam Museum' offers an educational experience with dioramas and video displays explaining the mechanics of water supply and power generation. Second, the 'Observation Deck No. 1' provides a stunning view of 'Lake Sapporo' (Sapporo-ko), allowing you to see the massive dam from the rear side. Additionally, the 'Cross Gallery' (an inspection gallery inside the dam) allows visitors to walk through the internal structure, providing a unique sense of the dam's immense scale.
The area offers beautiful scenery throughout the year. Spring brings delicate cherry blossoms, while autumn is famous for its vibrant foliage. The downstream park is designed with undulating terrain, offering various vantage points to enjoy the view. On certain occasions, you can observe water discharge from the gates near the second parking area via the 'Keiryu Bridge.' Watching the water release can often result in the appearance of rainbows, depending on the weather and time of day.
For an educational experience, explore the museum's exhibits or take a tour of the 'Cross Gallery.' The gallery is a part of the dam's inspection gallery and maintains a cool, constant temperature of around 10°C year-round, offering a refreshing experience. Another popular activity is collecting the 'Dam Card.' These collectible cards can be obtained at the Jozankei Dam Management Office or the Jozankei Dam Museum (1st-floor reception). The 'Jozankei Lake Line' is a popular scenic driving route passing near the dam. Along this road, there are several observation decks overlooking Lake Sapporo. Further south, you can visit the Toyohira-kyo Dam to see a different type of dam structure. The downstream park also serves as a trailhead for hiking Mt. Kotengudake (elevation 764.7m), perfect for nature lovers.
Since the internal Cross Gallery remains cool year-round, it is recommended to bring clothing suitable for temperature changes. As you will be walking on paths, stairs, and trails, comfortable walking shoes are highly recommended. Please note that the walkway next to the museum includes 402 steps up and 58 steps down, so watch your step. In the downstream park, the use of fire or setting up tents is strictly prohibited. There are no shops, vending machines, or trash cans in the park, so please bring your own drinks and ensure you carry all your trash back with you.
