Fukuju Kaikan is a Registered Tangible Cultural Property located within the scenic Fukuyama Castle Park in Fukuyama City, Hiroshima Prefecture. Spanning an area of approximately 7,400 square meters, the complex consists of a Japanese-style main building, a two-story wooden Western-style building, the South Tea Room, and a tranquil courtyard. Originally constructed as a private villa during the early Showa era, the site now serves various community functions, including the Fukuyama City History Compilation Room, meeting rooms, and tea rooms.
The site holds deep historical roots, as it was once the location of a rice storehouse used to store military provisions for the local domain. In the 1930s, it was transformed into a grand private villa by Wosuke Abe, a prominent merchant in the seafood industry. The Western-style building, a two-story wooden structure of approximately 138 square meters, was built between 1935 and 1937. Its exterior features mortar walls and elegant decorations inspired by the Italian Renaissance style.
Remarkably, this building survived the devastating Fukuyama Air Raid, which saw the destruction of the adjacent Fukuyama Castle main keep. The property later transitioned to private ownership before being donated to Fukuyama City in 1953. Since 1973, the Western-style building has functioned as the city's reception hall, while the main building serves as a meeting space and tea room. The Western-style building was registered as a National Registered Tangible Cultural Property in 1997, followed by the registration of the main building, West Tea Room, South Tea Room, and the storage buildings in 2012.

Fukuju Kaikan primarily functions as a rental space for meeting rooms, tea rooms, and the city history research office. General public use may require prior application and booking. While it has historically been used as a wedding venue, current activities are centered around city-sponsored events and specific institutional uses.
