The Bunkyo Civic Center Observation Lounge is an observation facility located on the 25th floor of the Bunkyo Civic Center in Bunkyo, Tokyo. The primary purpose of this facility is to provide the beautiful cityscape of Tokyo to the public free of charge. It has been officially selected as one of the '100 Best Views of Mt. Fuji' in the Kanto region. From this height, visitors can enjoy a breathtaking view of the skyscrapers in the Shinjuku direction and Mt. Fuji (on clear days), as well as the Tokyo Skytree toward the east in the Asakusa area. Please be advised that the lounge is currently closed due to renovation work. The reopening is scheduled for December 2026.

History & Cultural Background

The Bunkyo Civic Center serves as a hub for the administrative functions of Bunkyo Ward. The high-rise tower was completed in 1994, while the low-rise Bunkyo Civic Hall was completed in 1999. The structure stands at 28 floors with a height of 142 meters, making it one of the tallest ward offices in the 23 wards of Tokyo. The entire facility, including the observation lounge, has undergone renovations focused on barrier-free access and energy efficiency. Since around 2012, various improvements such as LED lighting installation and exterior wall maintenance have been implemented to modernize the building.

The greatest feature of the observation lounge is the panoramic landscape unfolding from the 25th floor. The windows are specifically designed to minimize interior light reflection, creating an optimal environment for focusing on the scenery. To the west, you can see the high-rise buildings of Nishi-Shinjuku and, depending on the weather and season, the majestic Mt. Fuji. To the east, the Tokyo Skytree stands prominently in your field of vision. These views are celebrated as some of the most beautiful landscapes in the Kanto region.

Best Seasons & Times to Visit

The view from the lounge changes beautifully depending on the season and time of day. On clear days, both Mt. Fuji and the Tokyo Skytree are clearly visible, so visiting during bright, sunny weather is highly recommended. As the facility is currently under renovation, it is best to check the schedule before planning a visit after the December 2026 reopening. Once reopened, visitors can enjoy the changing urban landscape during different times of the day, including the transition from daylight to evening.

Experience & Activities

The main activity at the observation lounge is observing the cityscape from a high altitude. From the 25th floor, you can gain a bird's-eye view of Tokyo's urban structure. The facility is designed with a layout that wraps around the central hall, allowing for a unique perspective while viewing the scenery. Please note that these experiences are currently restricted due to the ongoing renovation work.

Surrounding Area

The Bunkyo Civic Center houses several facilities and tenants. The 1st floor features the cafe 'Do Curie,' a FamilyMart convenience store, the Bunkyo City Tourism Information Center, and the UN Women Japan office. Access is exceptionally smooth via the subway: the building is directly connected to Korakuen Station (Tokyo Metro Marunouchi and Nanboku Lines) and Kasuga Station (Toei Mita and Oedo Lines) via the B2 level. For those driving, the entrance to the parking lot is located on the Rikugien Park side.
