The Bunkyo Civic Center Observation Lounge is a premier viewing facility located on the 25th floor of the Bunkyo Civic Center in Bunkyo Ward, Tokyo. The facility's mission is to provide the beautiful scenery of Tokyo to the public free of charge. It has been officially selected as one of the '100 Best Views of Kanto.' From this height, visitors can see the skyscrapers of Shinjuku and even Mt. Fuji to the west, as well as the Tokyo Skytree toward the Asakusa area to the east. Please note that the lounge is currently undergoing renovation work and is temporarily closed. It is scheduled to reopen in December 2026.

History & Cultural Background

The Bunkyo Civic Center serves as a hub for the administrative functions of Bunkyo Ward. The high-rise tower was completed in 1994, while the Bunkyo Civic Hall in the low-rise section was finished in 1999. Standing at 142 meters tall with 28 floors, it is one of the tallest municipal buildings in Tokyo's 23 wards. The entire facility, including the observation lounge, has been undergoing modernization and energy-saving improvements, such as LED lighting upgrades and exterior maintenance, to ensure a sustainable and high-quality environment for visitors.

The greatest feature of the observation lounge is the breathtaking 360-degree panorama from the 25th floor. The windows are specifically designed to minimize indoor light reflections, allowing visitors to focus entirely on the spectacular view. On clear days, you can see the iconic skyscrapers of West Shinjuku and the majestic Mt. Fuji in the distance. To the east, the Tokyo Skytree stands prominently against the skyline. This makes it a highly regarded spot for experiencing the diverse beauty of the Kanto region.

Best Seasons & Times to Visit

To get the most out of your visit, timing is key. On clear days, both Mt. Fuji and Tokyo Skytree are much easier to spot, so we recommend checking the weather forecast before planning a trip. Since the facility is currently under renovation, please check the official schedule before visiting after the scheduled reopening in December 2026. Once reopened, the lounge is a wonderful place to observe the changing light of the city, from the bright daytime-to-sunset transitions to the sparkling urban nightscape.

The primary activity at the lounge is observing the vast urban landscape from a high altitude. From the 25th floor, you can gain a bird's-eye view of Tokyo's complex urban structure. The interior design features a unique layout that wraps around the central area, providing a sense of immersion. Please be aware that these experiences are currently unavailable due to the ongoing renovation work.

Surrounding Area

The Bunkyo Civic Center houses various facilities and services. The 1st floor features the 'Café Do Crie' and a FamilyMart convenience store, making it convenient for snacks or drinks. The building also houses the Bunkyo Tourist Information Center and the UN Women Japan Office. Access is incredibly easy, as the building is directly connected to Korakuen Station (Tokyo Metro Marunouchi and Namboku Lines) and Kasuga Station (Toei Mita and Oedo Lines) via the underground passage. For those driving, the entrance is located near Rikogane Park.
