Uchiagegawa Chisui Ryokuchi is a unique urban park located in Uzumasa Sakuragaoka, Neyagawa, Osaka. This facility was specifically engineered as a flood control reservoir to manage the water flow of the Neyagawa and Uchiage Rivers during heavy rainfall. While it can store approximately 270,000 m³ of water to prevent flooding, during normal conditions, it transforms into a vast, open green space where citizens can relax and enjoy nature. It is a vital piece of urban infrastructure that serves both as a disaster prevention site and a beautiful recreational area.
The park was developed by Osaka Prefecture to manage river-related water levels using advanced flood control technology. Beyond its technical function of mitigating flood damage, it has evolved into a cherished community space. It is deeply connected to the local culture and seasonal traditions of Neyagawa, acting as a place where disaster prevention infrastructure and daily leisure coexist harmoniously with the local community.

Visitors can enjoy a variety of seasonal landscapes within the park. A major highlight is the cherry blossom season in spring, when the trees are often illuminated at night, creating a magical and ethereal atmosphere. The park also features well-maintained BBQ areas, making it a popular spot for gatherings with friends and family. Seasonal events such as the "Neyagawa Matsuri" and "Eco Festa" offer a unique way to experience the local community spirit and seasonal changes.
The best way to experience the park depends on the season. From March to April, the cherry blossom season is a must-visit, especially during evening hours when the light-up events occur. Other notable times include the Neyagawa Matsuri in August, the Ikiki Sports Festival in October, and the Eco Festa in November. Whether you are looking for a quiet stroll in the morning or a lively seasonal festival, there is always something to enjoy.

The expansive grounds are perfect for various outdoor activities. The BBQ area, which can accommodate approximately 250 people, is a highly popular spot for enjoying meals in a natural setting. Visitors can enjoy casual walks, relaxation, or even participate in local sporting events. During calm weather, it is an ideal place to simply listen to the sounds of nature and unwind from the stresses of urban life.
The park is conveniently located near residential areas and transport links in Neyagawa. It is bordered by Osaka Prefectural Road 18 to the north and the Uchiage River to the south. The area is easily accessible via Keihan Electric Railway and Keihan Bus services, making it a reachable destination for people from both Neyagawa and neighboring cities. It is also easily accessible by car via Route 170 (Osaka Outer Loop Road).

Please note that renovation work is scheduled from March 2026 to March 2027, which may limit access or certain facilities.
