Shin-Arashiyama Sky Park Observatory, located in Memuro Town, Kasai District, Hokkaido, is a premier observation facility offering a 360-degree panoramic view of the expansive Tokachi Plain. Due to its high elevation, the site provides an unobstructed view of the changing natural landscapes throughout the seasons. On clear days, you can spot the silhouettes of the Daisetsuzan, Tokachi, and Hidaka mountain ranges in the distance. At night, the area becomes a spectacular stage for stargazing, where the brilliant night sky meets the subtle lights of the town below. The surrounding area is characterized by a peaceful, pastoral landscape with vast farmlands typical of Hokkaido.
The area began developing as a regional tourism hub in the 1960s, driven by the arrival of skiers in the region. It once operated as a multi-purpose facility that included a municipal ski resort, accommodations, and restaurants. In 1969, to commemorate the 70th anniversary of the founding of Memuro Town, the observatory was established at its current high-altitude location. While it has long been a beloved leisure spot for the local community, it now serves primarily as a scenic lookout for visitors to enjoy the profound natural beauty of the region.
The greatest draw is the stunning 'patchwork' of the Tokachi Plain. The sight of meticulously organized, colorful farmlands creates a beautiful, rhythmic landscape that changes with the seasons. The high vantage point offers a sense of immense openness against the backdrop of surrounding mountains. For astronomy enthusiasts, the minimal light pollution makes this an exceptional spot for stargazing, offering incredibly clear views of the stars depending on the weather. You may also spot cattle grazing in the nearby pastures, adding to the idyllic, pastoral charm of Hokkaido.
The ideal time to visit depends on what you wish to experience. During the day, especially on sunny days, it is perfect for observing the distant mountain ranges and the lush green farmlands. At sunset, the sky transforms into a dreamy gradient of pink and purple, creating a deeply emotional and photogenic atmosphere. Nighttime is the best period for stargazing. Please note that the facility is closed during the winter season. The best time to visit is from May to September, when the greenery is most vibrant.

Since the observatory is located at a high altitude, it can be quite windy and the temperature may drop significantly. We highly recommend bringing a light jacket or warmer clothing, especially if you plan to stay for stargazing. While there are no specific fees for parking (street parking is available), please be aware that English-language signage and staff support may be limited. No advanced reservations are required, but please check the seasonal status before visiting, as the site is closed during the winter months.
