The park features the 'Sennen Kibou no Oka Community Center,' which houses historical exhibits, as well as monuments for prayer and various ruins that provide a direct connection to the events of the disaster. The facility was established as part of the efforts to recover from the Great East Japan Earthquake. Its role is twofold: 'transmission'—ensuring that the memories of the disaster are not lost to future generations—and 'exchange'—serving as a hub for community interaction through environmental preservation. Through panel displays and video screenings, visitors can learn the historical facts of the earthquake and the profound process of regional reconstruction.

First, the 'Sennen Kibou no Oka Community Center,' opened in April 2016, provides panel exhibitions, photographs, and video screenings regarding the earthquake and the subsequent recovery efforts. The Community Center is open from 9:00 AM to 5:00 PM. To fully experience the exhibits and video presentations, it is best to visit during daylight hours. While the park's scenery changes with the seasons, the primary purpose of a visit is for disaster education and memorialization.

At the Community Center, you can deepen your knowledge through visual media and historical panels. Nearby is the 'Miyagaken-ritsu Toshi Koen Iwanuma Kaihin Ryokuchi Park' (North Block). This recreational area utilizes the natural environment of the Sendai coastline and features hills with flowering azaleas, tennis courts, and baseball fields, offering a peaceful space for relaxation.
