Rokko Garden Terrace is a multi-purpose observation complex located at an altitude of 890m on Mt. Rokko in Nada Ward, Kobe, Hyogo Prefecture. Following a major renewal in 2003, the facility evolved into its current sophisticated form. The complex consists of several observation terraces, restaurants, commercial facilities, and parks. The western side of the facility is designed with a consistent British-style aesthetic, offering a multi-angled view of the Kobe cityscape and the expansive Osaka Bay.
The site was revitalized in April 2003, built upon the site of former hotels and observation facilities. The facility is managed by Hanshin Electric Railway, a subsidiary of Hankyu Hanshin Holdings, and is operated by Rokkozan Kanko Co., Ltd. It serves as a vital landmark for viewing the scenic beauty of Kobe, utilizing the unique topography of the Mt. Rokko mountain range.

The facility features several distinct observation spots. Key attractions include the 'Miharashi no To' (Observation Tower) and the 'Rokko Shidare,' a nature-experience observation deck completed in 2010. Visitors can enjoy dining at various establishments such as Granite Cafe, Rokko View Palace, or the much-loved Rokko Sansan Genghis Khan Palace, all of which are integrated with the observation areas. Additionally, the complex includes specialty shops like 'Horti,' making it a perfect destination where scenic views and retail experiences meet.
While the facility is open year-round, operating hours for individual shops and restaurants may vary by season. The area is famous for its nighttime scenery, having been selected as one of the '100 Best Night Views in Japan.' The best times to visit for clear weather and optimal visibility are typically during the spring (April and May) and the autumn/winter months (September through December). Please check the specific operating hours of individual restaurants if you plan to visit at night.

At Rokko Garden Terrace, you can enjoy many activities: gazing at the horizon from the observation terraces, enjoying a gourmet meal at the restaurants, or shopping at the various boutiques. The 'Rokko Shidare' observation deck allows you to feel more intimately connected to the surrounding natural environment. Whether you are here for a relaxing meal with a view or a casual stroll, the facility provides a seamless blend of nature and comfort.
The Mt. Rokko area is rich with other attractions, such as the Rokko Mori no Oto Museum, the nearby Maya Cable line, and the Mitama no Yu hot spring facilities. You can easily access the mountain via the Rokko Cable car system.

Because the facility is located at 890m altitude, temperatures are significantly lower than in the city center. We highly recommend bringing a jacket or seasonal clothing to stay warm. Payments can be made via cash or credit cards. While photography is generally permitted, please respect the specific rules of individual shops and areas. Regarding accessibility, please note that some areas may have steps or slopes. For dining at the restaurants, we strongly recommend making a reservation in advance to ensure availability.
