Oshachchi Otsuchi Town Cultural Exchange Center is a multi-functional cultural facility located in Otsuchi Town, Iwate Prefecture. It was established to consolidate the functions of the library and community centers that were once located around the Oshachi area before the Great East Japan Earthquake. The building consists of three floors, each offering diverse spaces for local residents and visitors. The 1st floor features an event hall, the 2nd floor houses meeting rooms and the Disaster Heritage Exhibition Room, and the 3rd floor contains the library. It serves as a vital center for local cultural activities, learning, and information gathering.
This facility was created to integrate the essential functions of the area surrounding Oshachi, which was a central hub for Otsuchi before the earthquake. Having undergone the profound changes brought by the disaster, the center now plays a crucial role in preserving local culture and information to pass it on to future generations. The inclusion of the Disaster Heritage Exhibition Room ensures that the history of the region and the lessons learned from past events are recorded and shared with visitors.
The facility offers several distinct areas tailored to different needs. On the 1st floor, the entrance and multi-purpose hall serve as venues for various community events. The 2nd floor contains meeting rooms and the Disaster Heritage Exhibition Room, where visitors can engage with records of the earthquake and local history. The 3rd floor is home to the library, providing a quiet environment for reading and research. Additionally, the indoor shared spaces often feature display panels for local exhibitions and community activities.
The facility primarily operates during daytime hours. Weekdays and weekend afternoons are ideal times for visiting the library or the exhibition rooms. Some activities, such as studio use, may extend into the evening (until 21:00). While the facility is accessible year-round, we recommend checking the schedule of local events or exhibitions during your visit to experience the most active aspects of the community.
Oshachchi provides specialized spaces for various interests. For example, 'Studio 1' and 'Studio 2' are equipped with instruments like drums, keyboards, and amplifiers, making them perfect for music practice. The indoor and outdoor shared spaces (including parking areas) are also used for exhibitions and events. Please note that the use of these spaces is subject to specific fees and often requires prior reservation.
