The history of this park dates back to the Edo period. It is said to have originated when Mambe Sensen, the 7th lord of the Sabae Domain, developed the area around Josen-ji Temple as a place of rest. At that time, it was known as "Kyoyokei," a name reflecting the wish to enjoy nature and the warmth of the sun. In 1889, the area was developed as a municipal park during the Meiji era, and the name was later changed to its current form during the Taisho era.
