Lake Kutcharo is a vast brackish lake located in Hamatonbetsu Town, Ezo District, northern Hokkaido. The lake features a unique, elongated shape (resembling a gourd) formed by two basins: the western "Konuma" and the southeastern "Onuma," connected by a narrow waterway. As the third site in Japan to be registered under the Ramsar Convention, it is a highly significant wetland recognized by the Ministry of the Environment for its biodiversity. The ecosystem is uniquely diverse; the Onuma side has higher salinity due to seawater inflow, while the Konoma side remains closer to freshwater, creating a rich habitat for various species.

The name "Kutcharo" is derived from the Ainu word "kut-char," meaning "the mouth where water flows out," reflecting its deep-rooted connection to the natural environment. Historically, the region has supported commercial inland fisheries for species like shrimp and wakasagi. The area was designated as the North Okhotsk Prefectural Natural Park in 1968 and became a Ramsar site in 1989. Today, local residents, fishing unions, and agricultural groups work together through the Lake Kutcharo Conservation Council to maintain the environment through tree planting and water purification efforts.

During the spring and autumn migration seasons, the lake becomes a breathtaking sight as thousands of swans and tens of thousands of ducks gather.
