Fukuju Kaikan is a Registered Tangible Cultural Property located within Fukuyama Castle Park in Fukuyama City, Hiroshima Prefecture. The estate covers approximately 7,400 square meters and consists of a Japanese-style main building, a two-story Western-style building, the South Tea Room, and a serene garden. Originally constructed as a private villa during the early Showa era, the facility is currently utilized for the Fukuyama City History Compilation Office, as well as for rental meeting rooms and tea ceremonies.
The site holds deep historical roots, once being the location of a rice granary used to store rice for the Shogunate during the feudal era. In the 1930s, it was transformed into a grand villa by Kazusuke Abe, a prominent merchant. The Western-style building—a two-story wooden structure with a floor area of 138 square meters—was built between 1935 and 1937. Its exterior features mortar walls and elegant Italian Renaissance-style decorations on the pillars and windows.
Remarkably, this structure survived the devastating air raids of the Fukuyama Great Air Raid, which destroyed the adjacent Fukuyama Castle tower. The property was later donated to Fukuyama City in 1953. Since 1973, the Western-style building has served as the city's guest house, while the main building is used for meetings and tea ceremonies. The Western-style building was registered as a National Registered Tangible Cultural Property in 1997, followed by the registration of the main building and various tea rooms and storehouses in 2012.

The facility is available in three time slots: Morning (09:00–12:00), Afternoon (13:00–17:00), and Evening (18:00–22:00). The general operating hours are from 09:00 to 22:00. Please check the annual event schedule for specific seasonal ceremonies or events.
Fukuju Kaikan primarily functions as a rental space for meetings, tea ceremonies, and the city's history office. While it has been used for weddings in the past, most current usage is centered around official Fukuyama City events and specific private bookings. Please note that advanced application/reservations are required for facility use.
