The southern section near Katsura Bridge opened in 1983, followed by incremental developments in Higashimachi Higashi in 1986, Shiyakusho Higashi in 1991, and the intersection at Shinya-michi. The project reached completion on March 3, 2005, when the entire stretch was fully operational as a 4-lane highway.
