Cosmo Tower (Osaka Prefectural Sakishima Government Building) is a 256m tall skyscraper located in Sakishima, Suminoe-ku, Osaka. The observation deck on the 55th floor sits at an altitude of 252m, offering its most striking feature: an unobstructed 360-degree panoramic view. As a landmark of the Osaka Bay area, the lack of surrounding high-rise buildings allows visitors to see everything from the horizon of the Osaka Bay to the sprawling urban landscape.
Originally constructed as the "Osaka World Trade Center Building" under the 1988 "Technoport Osaka" project, the building was completed in 1995. It was later transferred to the Osaka Prefectural Government, becoming the current Osaka Prefectural Sakishima Government Building. This complex building, which blends administrative functions with commercial facilities, is a significant structure in the development of Osaka's bay area. Representing the pinnacle of architectural technology, the building is a beloved icon of Osaka's urban landscape.
The greatest draw is the overwhelming view from 252m above the ground. From the 55th-floor observation space, you can look out over not only Osaka city but also the Akashi Kaikyo Bridge, the Kobe cityscape, and even Kansai International Airport and Awaji Island. Additionally, the journey from the 1st to the 52nd floor via see-through elevators allows you to enjoy the scenery as you ascend. At night, the area transforms into a glittering spectacle of lights from the Akashi Kaikyo Bridge, Kobe, and the city of Osaka. The window design is also engineered to allow views even near the floor level.
While enjoyable year-round, the views are exceptionally clear during seasons with low humidity. The most recommended time is during the "magic hour" around sunset. The transition from the setting sun to the colorful sky and the gradual lighting up of the city creates a breathtaking gradient. Visiting at night is also a classic choice to experience the illuminated Akashi Kaikyo Bridge and the vibrant nightscapes of Kobe and Osaka.
Visitors can experience a sense of openness unique to high-rise structures. The 55th floor features a cafe where you can relax while taking in the view. Occasionally, special events are held, such as special ticket sales for viewing the first sunrise of the year or programs coordinated with drones and fireworks. Since these may require advanced reservations, it is important to check information in advance.
The Sakishima area, where Cosmo Tower is located, is part of the Osaka Bay area and is adjacent to large-scale facilities like Intex Osaka and the ATC (Osaka Derby/World Trade Center). As a spacious, seaside area, you can enjoy a stroll around the bay between sightseeing stops. While it is a bit removed from central Osaka (Umeda or Namba), it is a perfect destination to combine with other bay area tourism.
