The Bunkyo Civic Center Observation Lounge is a scenic facility located on the 25th floor of the Bunkyo Civic Center in Bunkyo, Tokyo. The facility was established to provide the public with free access to the beautiful Tokyo cityscape. It has been selected as one of the '100 Best Views of Mt. Fuji in the Kanto Region.' From this vantage point, visitors can see the skyscraper clusters of Shinjuku and Mt. Fuji toward the west, and the Tokyo Skytree toward the east (Asakusa area). Please note that the lounge is currently closed for renovation and is scheduled to reopen in December 2026.

History & Cultural Context

The Bunkyo Civic Center is a central hub for the administrative functions of Bunkyo City. The high-rise tower was completed in 1994, followed by the Bunkyo Civic Hall in the low-rise section in 1999. Standing at 142m tall with 28 floors, it is one of the tallest municipal buildings in Tokyo's 23 wards. The entire facility, including the observation lounge, has undergone various upgrades focusing on barrier-free access and energy efficiency, such as LED lighting installations and exterior maintenance since 2012.

Key Attractions

The main draw of the lounge is the panoramic view unfolding from the 25th floor. The windows are specifically designed to minimize indoor light reflection, allowing visitors to focus entirely on the scenery. Depending on the weather and season, you can see the Shinjuku skyscraper district and even Mt. Fuji in the distance. To the east, the Tokyo Skytree stands prominently in the skyline. These views make it a highly regarded spot for experiencing the natural and urban beauty of the Kanto region.

Best Seasons & Times to Visit

The view changes beautifully depending on the season and time of day. On clear days, both Mt. Fuji and Tokyo Skytree are exceptionally easy to spot, so visiting during fair weather is highly recommended. As the facility is currently undergoing renovations, please check the official schedule before planning a visit after the scheduled reopening in December 2026. Once reopened, the lounge will be a great place to enjoy both the bright daytime cityscape and the changing light of the evening.

Experiences & Activities

The primary activity at the lounge is observing the vast urban landscape from a high altitude. At 25 stories high, you can gain a bird's-eye view of Tokyo's complex urban structure. The interior design features a unique layout that partially surrounds the assembly area, providing a distinct perspective. Please be aware that these experiences are currently unavailable due to the ongoing renovation work.

Surrounding Area

The Bunkyo Civic Center houses various facilities and tenants. The 1st floor features the cafe "Do Curie," a FamilyMart convenience store, the Bunkyo City Tourism Information Center, and the UN Women Japan office. The building offers excellent accessibility, with direct underground connections to Korakuen Station (Tokyo Metro Marunouchi and Namboku Lines) and Kasuga Station (Toei Mita and Oedo Lines) via the B2 level. A parking entrance is located on the side of Koseki Park.
